Whether you’ve worked in international development or are just curious about this aspect of foreign policy, this course will be an opportunity to survey the current profile of the sector and explore the development cycle from needs analysis to project design and evaluation. Drawing on the analytical framework used by the World Bank and USAID, we will work on practical responses to several realistic development opportunities.

The recommended readings and an initial session outline by the study leader will be designed to offer just enough structure to guide discussion based on the experience and curiosity of participants as we explore the following in this five-session course: An overview of the cast of players, the activities, the scale, and the geographic focus of the development sector; Development assistance strategy, looking at the World Bank’s Country Partnership Framework and USAID’s Country Development Cooperation Strategy; The Project Cycle and the anatomy of a development project; Logical Framework Analysis and other analytical tools; and Monitoring and Evaluation - What we’ve learned and what still eludes us.

There will be a required reading packet for this course.

James Brown has worked in the field of economic development for 45 years during which he acquired on-the-ground experience in almost 60 countries. He spent 20 years with the World Bank, primarily in the fields of agriculture, rural development and financial services. Since 1990 he has provided consulting services to clients of the World Bank and other multi-lateral and bilateral development agencies as well as corporate clients, both directly and through the firm of Deloitte Touche Tomatsu, in the capacity of Senior Technical Advisor. He holds a BSc in Agriculture from McGill University and an MBA in International Finance from the University of British Columbia.
